Perry was born in the county of San Diego, California. In 1986, he earned a Bachelor of Arts in English from Colorado College. In 1990, he graduated from Cornell Law School with a Juris Doctorate.

In 2000, he served as a strategic adviser to the Bush-Cheney presidential transition team as well as a member of the planning team for the Vice Presidential Debate.
Perry then moved to the White House in 2002 to work as general counsel for the Office of Management and Budget (OMB), where he worked under then-Director Governor Mitch Daniels. Perry oversaw the White House’s clearance of federal legislation, resolved interagency disputes, dealt with matters on the Department of Justice’s civil litigation docket, drafted presidential executive orders, developed White House policy proposals, and advised the president in that capacity.
